As part of its mission to promote dialogue and strengthen African cooperation in the fields of education, training, and scientific research, the Higher Council for Education, Training, and Scientific Research (Morocco) will organize, on 12–13 November 2025, at its headquarters in Rabat, an African Conference designed to provide a platform for exchange and collective reflection on education policies across the continent, and to explore ways to enhance education quality and foster sustainable development in Africa.
The Conference aims to strengthen collaboration and support the efforts of advisory bodies and similar institutions throughout Africa to ensure equitable access to quality education, advance training and research, and respond effectively to the needs of future generations.
This gathering will bring together presidents and experts from various African education advisory bodies to enrich the debate, share experiences and best practices, and explore opportunities for deeper and more dynamic cooperation among African nations.
The proceedings will open with an inaugural address by Ms. Rahma Bourqia, President of the Higher Council for Education, Training, and Scientific Research, followed by keynote speeches delivered by Mr. Mohamed Arrouchi, Ambassador of the Kingdom of Morocco and Permanent Representative to the African Union, Ms. Najat Maalla M’jid, Special Representative of the United Nations Secretary-General, Mr. Fouad Chafiqi, Secretary-General of the Council, and Mr. Hicham Aït Mansour, Director of the National Authority for Evaluation under the Council.
Discussions will focus on assessing the state of education systems and reforms in Africa, identifying the drivers of transformation, and highlighting the role of advisory councils and institutions in supporting education policy development and reform implementation.
Three thematic sessions will structure the conference. The first, “Education in Africa Facing Its Challenges: The Contribution of Advisory Councils and Educational Institutions,” will feature national experiences from Nigeria, Benin, Mauritania, Malawi, Rwanda, Senegal, and Tanzania, focusing on reform strategies, quality assurance, and governance.
The second, “The State of Reforms and Transformation Dynamics in African Education Systems,” will highlight cases from Gabon, Cameroon, Burkina Faso, Burundi, Ghana, and Côte d’Ivoire, emphasizing national reform agendas and their alignment with continental priorities. The third, “From Local Specificities to Future Challenges,” will bring together representatives from Chad, the Comoros, the Republic of Congo, Burkina Faso, and Rwanda, who will discuss issues related to the evolution of education systems, technical and vocational training, and the future of work in Africa.
The conference will conclude with a presentation of general recommendations, summarizing the main discussion outcomes and proposals aimed at reinforcing African cooperation in education, training, and scientific research, and at developing joint mechanisms for collaboration among councils and institutions working in these fields across the continent.
