Fouad Chafiqi is the Secretary-General of the Higher Council for Education, Training, and Scientific Research. An expert in educational sciences and a professor of higher education, he has held several senior positions within the Ministry of National Education, Preschool, and Sports, including Inspector General in charge of pedagogical affairs, as well as Central Director for Pedagogical Research and Director of Curricula.
Fouad Chafiqi obtained a Ph.D. in Education Sciences from the University Victor Segalen Bordeaux, France, a Habilitation to supervise research, a third-cycle Ph.D. in Didactics of Sciences from the Ecole Normale Supérieure (ENS) in Rabat, and a BA in Physics-Chemistry.
He began his career as a secondary education teacher of physics, then as a researcher-professor in Didactics of Sciences at ENS in Marrakech. He later became a professor of pedagogical sciences at the Pedagogical Inspectors Training Center in Rabat.
Fouad Chafiqi played an active role in several national and international education bodies. He was a member of the Council of the International Bureau of Education in Geneva (IBE/UNESCO), Secretary-General of the World Association of Education Sciences (AMSE), and associate professor at the UNESCO Chair of Education Sciences (CUSE) at Cheikh Anta Diop University – ENS. He was also a member of the Interdisciplinary Commission that developed the White Paper.
Fouad Chafiqi currently serves as a reviewer for several scientific journals and has authored numerous scientific articles in his field of expertise.

The Higher Council for Education, Training, and Scientific Research: Missions, Bodies & Publications
La communication portera sur le Conseil Supérieur de l’Éducation, de la Formation et de la Recherche Scientifique (CSEFRS), l’une des instances constitutionnelles de bonne gouvernance prévues par la Constitution du Royaume. Ce statut constitutionnel trouve son fondement dans l’article 168, qui définit le CSEFRS comme « une instance consultative chargée d’émettre son avis sur toutes les politiques publiques et sur toutes les questions d’intérêt national concernant l’éducation, la formation et la recherche scientifique, ainsi que sur les objectifs et le fonctionnement des services publics chargés de ces domaines. Il contribue également à l’évaluation des politiques et programmes publics menés dans ces domaines ».
Cette présentation mettra en lumière le rôle consultatif et stratégique du Conseil, ainsi que la manière dont il œuvre à la promotion du développement humain et au renforcement de la démocratie participative dans le champ éducatif. Elle montrera également comment le Conseil accompagne et oriente la transformation du système éducatif marocain à travers l’élaboration de rapports, d’avis et de recommandations stratégiques, ainsi que la réalisation d’études prospectives visant la promotion d’une éducation équitable, inclusive et de qualité.
L’exposé reviendra également sur les principales missions et modalités de fonctionnement du CSEFRS — fondées sur la concertation, la transparence et l’indépendance — ainsi que sur ses réalisations majeures et ses productions scientifiques et institutionnelles.
